Punjab State Electricity Regulatory Commission (PSERC) at Chandigarh

PSERC is a State Commission constituted under the Electricity Act, 2003 and is empowered to frame regulations concerning supply of electricity and other inter-se relationship between distribution licensees and Transmission utilities with that of consumers. We file petitions, review applications, tariff applications, and power purchase agreements before the Commission. We also handle matters relating to bulk supply consumers, industrial consumers, determination of tariff by generating companies, open access, annual revenue applications, etc.

We represent clients from both sides i.e. Petitioners as well as Respondents in matters before the Commission.

Haryana State Electricity Regulatory Commission (HSERC) At Chandigarh

HSERC is a State Commission constituted under the Electricity Act, 2003 and is empowered to frame regulations concerning supply of electricity and other inter-se relationship between distribution licensees and Transmission utilities with that of consumers. We file petitions, review applications, tariff applications, and power purchase agreements before the Commission. We also handle matters relating to bulk supply consumers, industrial consumers, determination of tariff by generating companies, open access, annual revenue applications, etc.

Appeals/ Revisions before the State Government

We handle disputes relating to filing of appeals/revisions under the Cooperative Societies Act, Municipal Laws, Punjab Town Improvement Act, Punjab Agriculture Market Produce Act and various Pollution control acts/ regulations being handled by Principal Secretary/Financial Commissioner based at Secretariats, located in Chandigarh. The initial quasi-judicial authorities under the Punjab Cooperative Societies are the Assistant registrars/Deputy registrars or the joint-registrars. All disputes inter-se between the Cooperative societies and/ or its members are initially handled at joint secretary level and thereafter an appeal/revision is filed before the registrar/High Court. Agencies/Local authorities in the State of Punjab pass various orders in respect of buildings and properties such as house/property tax, non-construction fine, and resumption of plot/property against which appeal/revision lie before the Principal Secretary. State Pollution Control Boards pass orders with regard to refusal to grant 'Consent to operate' and/or pass orders regarding closure of industry alleging various violation of The Air (Prevention and control of Pollution) Act, 1981, The Water (Prevention and control of Pollution) Act, 1974. Appeals against such orders would lie before the Appellate authority headed by the Secretary, Environment. We conduct such appeals quite effectively.


Debt Recovery Tribunal at Chandigarh

The Debts Recovery Tribunal has been constituted under Section 3 of the Recovery of Debts Due to Banks and Financial Institutions Act, 1993 with an aim to speedily decide claim applications from Banks and Financial Institutions against their defaulting borrowers. It also entertains claims under The Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002 that empowers lenders to take into their possession the secured assets of their borrowers by giving notices. DRT – I and DRT – II in Chandigarh have jurisdiction over Punjab, Haryana, Himachal Pradesh and the Union Territory of Chandigarh.

Punjab State Consumer Commission has been constituted under the Consumer Protection Act, 1986. It has jurisdiction over all consumer disputes within the state of Punjab. We file complaints before the Commission on behalf of aggrieved consumers over defective goods or deficient services. We take up matters where unfair trade practices are being followed. We also represent persons and companies against whom complaints have been made in consumer disputes.

We represent clients in filing complaints where the value of goods or services and compensation claimed exceeds Rs 20,00,000 (Twenty lacs) and in filing appeals against the orders of all District Consumer forums of Punjab where the amount is less than Rs 20,00,000 (Twenty lacs). We also file transfer applications on behalf of complainants to get disputes transferred from one District Consumer forum to another.

UT State Consumer Disputes Redressal Commission

U.T. State Consumer Commission has been constituted under the Consumer Protection Act, 1986. It has jurisdiction over all consumer disputes within Chandigarh. Central Administrative Tribunal (CAT) at Chandigarh

Central Administrative Tribunal (CAT), Chandigarh has jurisdiction in respect of disputes of service nature relating to Central Government employees and other organizations of the Union of India working within the states of Jammu & Kashmir, Himachal Pradesh, Punjab, Haryana and Union territory of Chandigarh. We file original applications, review applications and contempt petitions on behalf of aggrieved employees. We also represent private respondents especially in matters of seniority and promotion disputes.

NRI Commission at Chandigarh

The State of Punjab has constituted a special commission for speedy redressal of various grievances of persons of Indian origin (specially from Punjab) ordinarily residing outside India. We file applications & petitions on behalf of NRIs and PIOs in respect of disputes relating to property and person both in the Civil and Criminal fields. Electricity Ombudsman of Punjab at Mohali

The Ombudsman looks after appeals and complaints of consumers of electricity not satisfied with redressal of their grievances. We file appeals and complaints on behalf of Industrial, Bulk Supply, Commercial/NRS as well as domestic consumers of electricity. We also represent respondents defending the said complaints and appeals.

Appellate Tribunal For Electricity at New Delhi

The Appellate Tribunal for Electricity in New Delhi entertains appeals against the orders of State Commissions (Constituted under the Electricity Act, 2003) from across India except the State of Jammu and Kashmir. We file appeals, petitions and review applications as provided under the Electricity Act before the Tribunal. The appeals are primarily filed against tariff orders framed by the State Commissions and also imposition/enhancement of any surcharge, levy or other charges imposed by distribution licensees.

Debt Recovery Appellate Tribunal(DRAT) at New Delhi

The Debt recovery appellate tribunal in New Delhi entertains appeals against orders of Debt recovery tribunal Chandigarh, Debt recovery tribunal Delhi and Debt recovery tribunal Jaipur. It has jurisdiction over the States of Himachal Pradesh, Punjab, Haryana, Rajasthan, Delhi and union territory of Chandigarh. National Green Tribunal at New Delhi

The National Green tribunal at New Delhi has jurisdiction over all cases where a substantial question relating to environment is involved and such question arises out of the implementation of the government enactments. Matters relating to enforcement of legal rights relating to environment are also adjudicated here. We file Applications (including miscellaneous applications) and Appeals before this Tribunal on matters concerning the environment. The National Consumer Disputes Redressal Commission has been constituted under the Consumer Protection Act, 1986. It has appellate jurisdiction over all State Consumer Commissions and Original jurisdiction in matters with claims above Rs 1,00,00,000 (One crore). We file complaints before the Commission on behalf of aggrieved consumers over defective goods or deficient services. We take up matters where unfair trade practices are being followed. We also represent persons and companies against whom complaints have been made in consumer disputes.

Joint electricity Regulatory Commission constituted under the Electricity Act, 2003 has jurisdiction over Union territories (including Chandigarh) in India.
